That seems pretty spot on. The cartels fill the authoritative void left by Catholic failures. Just as the Druid gods, Greek gods, and the Norse Heathen pantheon are experiencing a Renaissance in the English speaking world, the Aztec gods are being revitalized in Mesoamerica, hence those mentally ill NPC drones in California picking up on the zeitgeist and attempting to force-legislate their worship in CA schools.
