Heh. I really think we should bring back something like public caning here, for misdemeanor-type crimes. It'd be far more humane and nondiscriminatory than what we've got: a Byzantine system of fines and bail (which are inconsequential to the rich and disastrous to the poor). Caning is the same whether you're rich or poor. And it'd cost far less than housing people in jail for minor crimes.
