Aye! The phenomenon puzzled me, too, until someone gave me that explanation. After... like, wow that is evilly brilliant. I have seen some of the demos of CCP face-and-gait-recognition tech. Combine that with hordes of people uploading videos from their phones with GPS tracking info embedded, and you have an absolutely magnificent crowdsourced mass surveillance tool. Kudos to the intel guys who figured that one out.
